A failed clearance means the space has not yet reached a normal condition, so remediation is not complete. The contractor should return to find and clean the remaining source, at no additional charge to you if the original scope was covered, and then retest. You are entitled to insist the work continue until an independent clearance sample actually passes against the outdoor baseline.
